  • As the largest democracy in the world, the Indian elections are always viewed with great interest, expected attention, and palpable admiration by the global community as much as the locals. Little wonder, the Election Commission of India (ECI) is widely recognized and renowned for carrying out such a humongous exercise while ensuring free, fair, and peaceful elections time and again. The logistical requirements for the exercise are well nigh impossible to fathom, but thankfully, the ECI goes about ensuring every election is conducted successfully, further cementing its reputation as a truly admirable constitutional institution worthy of emulation by one and all. However, the ECI finds itself under concerted fire from the opposition political parties of late. Why?

  • The opposition led by the Grand Old Party scion consistently attacks the Commission, alleging vote theft and siding with the ruling dispensation at the Centre. The opposition’s ire has become more pronounced since the commencement of the Special Intensive Revision (SIR) in Bihar. The hurriedly announced campaign has been at the receiving end for quite some time now. The identification document to ascertain the electorate’s authentication has become a bone of contention for the opposition. Time is of the essence for any drive to verify the electorate’s documents and ensure voter rolls are robust. Thus, the Supreme Court’s recent directive that Aadhaar must be accepted for claims, by Bihar’s voters wrongly deleted, was foretold.

  • Of course, India is struggling to synchronise two systems, paper-driven and digital-led, as it tries to transition to a tech interface between the state and the citizen. The scary joke is that Aadhaar is established as a flawed tech because its subcontractor layers are unregulated, but the identity’s universality has made it an essential ID to simply move things along – a gas connection to a phone connection. That is not to say, as SC observed, that birth certificates or any of the remaining 11 documents allowed for voter roll inclusion cannot be forged. With less than 20 days to go before voter rolls for Bihar’s assembly election are finalized, another SIR-driven exercise has created confusion, rationalization of poll booths so each has no more than 1200 voters, down from 1500.

  • As reported, poll booths have increased to almost 91k from around 77k. Booths are re-numbered and Block Level Officers (BLOs) are newly assigned. All efficiently done. But voters wanting to use Aadhaar, and those raising objections, must deal with a new BLO. The new BLO has barely 15 days to source voters’ documents from his predecessor BLO. Names may be all digitized, but not all documents of verification are uploaded. With poll booths re-numbered, the handover is confusing BLOs, hampering the verification drive. It’s this kind of chaos that a hurried SIR cannot avoid. Bihar SIR has shown that digitization/tech can’t be a solution in and of itself, and that any exercise to ensure robust voter rolls needs ample time, not months before polls, for thorough review.
